SOX and Outsourcing!

As per this article Organizations that comply with Sarbanes Oxley should not outsource! In my view this is far from truth.
Outsouring has little to do with documenting and implementing adequate corporate controls and monitoring the controls actively in an organization. If one is already biased against outsourcing, then it is very easy to say that “I need to monitor business process closely” and thus cannot outsource it. However, this only points to the inadequate mechanisms in place that prevents it from being outsource-able.
Ultimately, per one of my colleagues, any activity that is outsource-able will be performed where the graph of value-add vs cost is optimum.
